{"id":24538,"date":"2026-09-17T15:14:56","date_gmt":"2026-09-17T19:14:56","guid":{"rendered":"https:\/\/www.stjohns.k12.fl.us\/transportation\/?page_id=24538"},"modified":"2026-09-17T15:25:45","modified_gmt":"2026-09-17T19:25:45","slug":"ptwaiver-ese","status":"publish","type":"page","link":"https:\/\/www.stjohns.k12.fl.us\/transportation\/ptwaiver-ese\/","title":{"rendered":"Provisional Transportation Waiver Program (PTWP) &#8211; ESE Buses"},"content":{"rendered":"\t\t<div data-elementor-type=\"wp-page\" data-elementor-id=\"24538\" class=\"elementor elementor-24538\">\n\t\t\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-5e1f69f5 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"5e1f69f5\" data-element_type=\"section\" data-e-type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-2a8c2bfd\" data-id=\"2a8c2bfd\" data-element_type=\"column\" data-e-type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-61176695 elementor-widget elementor-widget-heading\" data-id=\"61176695\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">Provisional Transportation Waiver Program (PTWP)<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-5f66a24b elementor-widget elementor-widget-heading\" data-id=\"5f66a24b\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h3 class=\"elementor-heading-title elementor-size-default\">(Exceptional Student Education (ESE) Buses)<\/h3>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-1c6d841c elementor-widget elementor-widget-heading\" data-id=\"1c6d841c\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h3 class=\"elementor-heading-title elementor-size-default\">Transportation Department - St Johns County School District<\/h3>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-1870f438 elementor-widget elementor-widget-text-editor\" data-id=\"1870f438\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p><strong>Eligibility:<\/strong><\/p><ul><li>Eligibility for ridership on ESE buses<ul><li>School based IEP Team approved IEP supporting specialized transportation services in accordance with the state\u2019s five (5) criteria.<\/li><li>School based approved 504 Plan requiring specialized transportation services in accordance with state\u2019s five (5) criteria.<\/li><\/ul><\/li><li>Provisional Transportation Waivers are permitted for students eligible for specialized transportation services.<\/li><li>Provisional Transportation Waivers are not permitted to establish specialized transportation services.<\/li><li>Provisional Transportation Waivers are not permitted for siblings of ESE student riders to ride ESE buses.<\/li><li>ESE students cannot be released to their ESE siblings<\/li><\/ul><ul><li>*\u00a0&#8220;Transportation Waivers for ESE students with exceptionalities will adhere to the specific terms and accommodations documented in the student&#8217;s IEP.&#8221;<\/li><\/ul><p><strong>Applying for Provisional Transportation Waivers:<\/strong><\/p><ul><li>Provisional Transportation Waivers for ESE are submitted to the Transportation Department via the Parent Portal on the BusPlanner website.<\/li><li>Only the Transportation Department may approve Provisional Transportation Waivers.<\/li><li>Parents\/guardians may apply for Provisional Transportation Waivers.<\/li><li>Principals may apply for Provisional Transportation Waivers on behalf of students and parents\/guardians on an as needed basis.<\/li><li>Parents\/guardians and\/or Principals may apply for Provisional Transportation Waivers at any time during the year.<\/li><\/ul><p><strong>Types:<\/strong><\/p><ul><li>Provisional Transportation Waivers are considered under the following circumstances only:<ul><li><strong>Split Custody Waivers:<\/strong>\u00a0Split custody waivers when both parents reside within the student\u2019s assigned school zone. There are two types of Provisional Transportation Waivers for split custody waivers:<ul><li>Both parents reside within the school zone along the route of the one (1) school bus.<\/li><li>Both parents reside within the school zone along two (2) different routes for two (2) different school buses.<\/li><\/ul><\/li><li><strong>School District Employees:<\/strong>\u00a0Students\/children of school district employees requiring transportation services between schools using existing buses, routes, and stops on a space available basis.<\/li><li><strong>Met at Bus Stop:<\/strong><ul><li>Parent\/guardian authorizes Transportation to discharge an ESE student at their assigned stop in the custody of an older sibling(s).<ul><li>Sibling must be in the 6<sup>th<\/sup> grade or above.<\/li><li>ESE Students cannot be released to their ESE siblings<ul><li>*\u00a0&#8220;Transportation Waivers for ESE students with exceptionalities will adhere to the specific terms and accommodations documented in the student&#8217;s IEP.&#8221; *<\/li><\/ul><\/li><li>Parent\/guardian authorizes a designated emergency contact (listed in e-school) to receive their ESE student at their assigned bus stop.<\/li><\/ul><\/li><\/ul><\/li><\/ul><\/li><\/ul><p><strong>General Criteria:<\/strong><\/p><ul><li>Bus and\/or buses must have space availability for the Provisional Transportation Waiver student.<\/li><li>Student riders under Provisional Transportation Waivers must utilize existing buses, routes, stops, and schedules only.<\/li><li>Student riders under a Provisional Transportation Waiver may not transfer from bus to bus.<\/li><li>Transportation approves Provisional Transportation Waivers for the period requested not to exceed the current school year.<\/li><li>Provisional Transportation Waivers are applicable only for the approved student, buses, routes, schedules, and stops.<\/li><li>\u201cBus passes\u201d of any type from any source are not authorized for use on district school buses at any time.<\/li><li>Provisional Transportation Waivers are not permitted to overcome ineligibility for transportation services or changes in a student\u2019s eligibility for transportation services.<\/li><\/ul><p><strong>Communications<\/strong>:<\/p><ul><li>Applicants will receive immediate email confirmations when applications are submitted to the Transportation Department via the BusPlanner website.<\/li><li>The Transportation Department will inform applicants by email regarding Provisional Transportation Waiver decisions.<\/li><li>The Transportation Department will inform applicable school principals regarding approved or suspended Provisional Transportation Waivers.<\/li><\/ul><p><strong>Approval Process:<\/strong><\/p><ul><li>Provisional Transportation Waiver applications are reviewed and approved\/disapproved by the Transportation Department based on operational criteria.<\/li><li>Provisional Transportation Waivers are approved by the Transportation Department following the reconciliation of eligible student riders aboard buses (normally after the second (2nd) full week of school).<\/li><\/ul><p><strong>Parent\/Guardian Contingencies:<\/strong><\/p><ul><li>Parents\/guardians are encouraged to make alternative transportation arrangements until when\/if Provisional Transportation Waiver applications are approved by Transportation.<\/li><li>Parents\/guardians are encouraged to develop contingency plans for transportation services in the event provisional transportation waivers are disapproved by Transportation.<\/li><\/ul><p><strong>Waiver Suspensions:<\/strong><\/p><ul><li>The Transportation Department may suspend Provisional Transportation Waivers based on operational criteria within two (2) weeks of notice to parents\/guardians.<\/li><li>The Transportation Department may suspend Provisional Transportation Waivers for reasons outlined in the Student Code of Conduct at any time.<\/li><li>Parents\/guardians may suspend Provisional Transportation Waivers by contacting the Transportation Department.<\/li><\/ul><p><strong>Student Accountability:<\/strong><\/p><ul><li>The Transportation Department will register students with approved Provisional Transportation Waivers as eligible riders for buses in BusPlanner (routing system) to ensure accountability of students and effective communications with parents\/guardians, schools, and bus operators.<\/li><\/ul>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-4eb6ab7d elementor-align-center elementor-widget elementor-widget-button\" data-id=\"4eb6ab7d\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"button.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<div class=\"elementor-button-wrapper\">\n\t\t\t\t\t<a class=\"elementor-button elementor-button-link elementor-size-sm\" href=\"https:\/\/sjcsd.mybusplanner.com\/Login?ReturnUrl=%2fSubscriptions%2fChildTransportInfo&#038;LoginType=Subscriber&#038;showParentPopup=True\" target=\"_blank\">\n\t\t\t\t\t\t<span class=\"elementor-button-content-wrapper\">\n\t\t\t\t\t\t\t\t\t<span class=\"elementor-button-text\">Log in to BusPlanner<\/span>\n\t\t\t\t\t<\/span>\n\t\t\t\t\t<\/a>\n\t\t\t\t<\/div>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<\/div>\n\t\t","protected":false},"excerpt":{"rendered":"<p>Provisional Transportation Waiver Program (PTWP) (Exceptional Student Education (ESE) Buses) Transportation Department &#8211;
