The ELL Committee, which is composed of the principal or designee, an ESOL\/language arts teacher, the school counselor, and any other instructional personnel responsible for the instruction of English Language Learners, shall make recommendations concerning the appropriate placement, promotion, and retention of English Language Learners. A parent\/legal guardian of any students being reviewed shall be invited to participate in the meetings. Criteria to be utilized in making appropriate placement decisions include:<\/p><ul><li>Academic performance and progress of a student based on formal and\/or alternative assessments in English and\/or the student\u2019s native language.<\/li><li>Progress, attendance, and retention reports.<\/li><li>Number of years the student has been enrolled in the ESOL Program.<\/li><\/ul><p>The St. Johns County School District ESOL Plan may be accessed under English for Speakers of Other Languages (ESOL) on the district website: <a href=\"http:\/\/www.stjohns.k12.fl.us\/esol\/\">http:\/\/www.stjohns.k12.fl.us\/esol\/<\/a>.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-f0f15e6 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"f0f15e6\" data-element_type=\"section\" id=\"01\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-23a1523\" data-id=\"23a1523\" data-element_type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-cb1b4b2 elementor-widget elementor-widget-heading\" data-id=\"cb1b4b2\" data-element_type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">English Language Learners<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-450c73c elementor-widget elementor-widget-text-editor\" data-id=\"450c73c\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>Per <a href=\"https:\/\/www.flrules.org\/gateway\/ruleNo.asp?id=6A-6.0902\">FL Rule 6A-6.0902<\/a> \u00a0<strong>Requirements for Identification, Eligibility, and Programmatic Assessments of English Language Learners. <\/strong>All children in the United States are entitled to equal access to a basic public elementary and secondary education regardless of their or their parents\u2019\/legal guardians\u2019 actual or perceived national origin, citizenship, or immigration status. The school district may not inquire into a student\u2019s immigration status nor keep records or lists pertaining to immigration status. The following process will be followed:<\/p><ol><li>Do not ask about a student or their parent\u2019s\/legal guardian\u2019s immigration status,<\/li><li>Follow SJCSD enrollment guidelines as for any student,<\/li><li>Follow SJCSD documentation of residency policy, and<\/li><li>Follow SJCSD documented guardianship policy (if necessary).<\/li><\/ol><p><u>*Enrollment cannot be denied based on lack of educational records. ELLs not mee\udbc0\udd9fng district promo\udbc0\udd9fon criteria due to their limited English proficiency may be recommended for promo\udbc0\udd9fon by the intervention Team or its equivalent, which will meet jointly with the ELL Committee. The student&#8217;s parent\/legal guardian shall be invited to attend.<\/p><p>The other academic progress and benchmark mastery of an ELL in reading, writing and mathematics, and on requirements set forth by the district and the State of Florida, are determined through appropriate modifications to formal and informal assessments and on modifications to instruction provided to the ELL.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-ef97e7d elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"ef97e7d\" data-element_type=\"section\" id=\"04\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-3a474af\" data-id=\"3a474af\" data-element_type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-6f14191 elementor-widget elementor-widget-heading\" data-id=\"6f14191\" data-element_type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">ESOL Assessment <\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-db77c59 elementor-widget elementor-widget-text-editor\" data-id=\"db77c59\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>Students in the English for Speakers of Other Languages (ESOL) program are commonly referred to as English Language Learners (ELLs). In general, all ELLs participate in the state\u2019s assessment and accountability system with appropriate accommodations <a href=\"https:\/\/www.flrules.org\/gateway\/ruleNo.asp?ID=6A-6.09091\">per FL Rule 6A-6.09091.<\/a> \u00a0<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-19b5777 elementor-widget elementor-widget-heading\" data-id=\"19b5777\" data-element_type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h3 class=\"elementor-heading-title elementor-size-default\">Retention<\/h3>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-4c2ba03 elementor-widget elementor-widget-text-editor\" data-id=\"4c2ba03\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>Retention of an ELL is based on unsatisfactory performance in reading, writing and mathematics as determined by the Intervention Team or its equivalent, in conjunction with the ELL Committee. Students cannot be retained based solely on lack of English language proficiency. Also, as part of the Every Student Succeeds Act (ESSA), all ELLs shall be assessed annually in the four domains of reading, writing, listening, and speaking through WIDA ACCESS.
