The only exception is mandatory retention in grade 3 for students scoring Level 1 on the FAST ELA assessment. Additional evaluations, portfolio review, and assessments portfolio are available to assist the parent\/legal guardian, schools, and the district in determining when a student is achieving at or above grade level and is ready for promotion.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-b4b5daa elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"b4b5daa\" data-element_type=\"section\" id=\"05\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-c8526b9\" data-id=\"c8526b9\" data-element_type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-ac764d4 elementor-widget elementor-widget-heading\" data-id=\"ac764d4\" data-element_type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">Assessment of Reading Ability of K-3 Students 1002.20 F.S.<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-c1b36eb elementor-widget elementor-widget-text-editor\" data-id=\"c1b36eb\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>Each elementary school shall regularly assess the reading ability of each K-3 student. If any K-3 student exhibits a reading deficiency, as defined by performing below grade level, the parent\/legal guardian shall be notified of the student\u2019s deficiency with a description and explanation of the exact nature of the student\u2019s difficulty in learning. The parent\/legal guardian shall be consulted in the development of a progress monitoring plan and shall be informed that the student will be provided intensive reading instruction until the deficiency is corrected.<\/p><p>Data must be used to identify students in need of intervention and support in the following priority:<\/p><ol style=\"list-style-type: upper-alpha;\"><li>Students in kindergarten through grade 3 who have a substantial deficiency in reading by the end of grade 3.<\/li><li>Students who fail to meet performance levels required for promotion consistent with student progression.<\/li><\/ol><p>A student who has a substantial reading deficiency must be covered by an individual education plan or an individualized progress monitoring plan, or both, as necessary.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-8f12c82 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"8f12c82\" data-element_type=\"section\" id=\"06\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-8545515\" data-id=\"8545515\" data-element_type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-e9a2a29 elementor-widget elementor-widget-heading\" data-id=\"e9a2a29\" data-element_type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">Assessment of English Language Learners (ELL) <\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-d9393f0 elementor-widget elementor-widget-text-editor\" data-id=\"d9393f0\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>In general, all ELL students with a code of \u201cLY\u201d participate in statewide assessments. As part of the ESSA legislation, all ELL students shall be assessed annually in reading, writing, listening, and speaking using ACCESS for ELLs. However, <a href=\"https:\/\/www.flrules.org\/gateway\/ruleNo.asp?ID=6A-6.09091\">Per FL Rule 6A-6.09091<\/a>\u00a0 accommodations must be provided on all Statewide Assessments.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-beaa19a elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"beaa19a\" data-element_type=\"section\" id=\"07\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-f50ca0c\" data-id=\"f50ca0c\" data-element_type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-67a8b18 elementor-widget elementor-widget-heading\" data-id=\"67a8b18\" data-element_type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">Assessment Opportunities for Home Education Students<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-0c33e94 elementor-widget elementor-widget-text-editor\" data-id=\"0c33e94\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>Opportunities to take state assessments (FAST reading, writing, math, and science) and standardized achievement tests (Stanford Achievement) are available to home education students.
