Reassignments<\/li>\n<li>Paid Parental Leave MOU<\/li>\n<li>Gaines &amp; Evelyn Hamblen Center MOU<\/li>\n<\/ul>\n<p>Both teams caucused.<\/p>\n<p>SJEA countered:<\/p>\n<ul>\n<li>Article VI: Professional Employee Working Conditions<\/li>\n<li>Article VIII: Transfers &amp; SJEA)<\/li>\n<\/ul>\n<p>SJEA proposed:<\/p>\n<ul>\n<li>Dual Enrollment Supplement MOU<\/li>\n<li>FCTC Dual Enrollment Supplement MOU<\/li>\n<li>Gaines &amp; Evelyn Hamblen Center MOU<\/li>\n<li>New Teacher Cadre Supplement MOU<\/li>\n<li>Paid Parental Leave MOU<\/li>\n<li>PLCP &amp; CET Supplement MOU<\/li>\n<\/ul>\n<p>SJEA will meet again on June 25, 2026 at St. Augustine High School.<\/p>\n\t\t<\/div>\n\t\t\t\t<\/article>\n\t\t\t\t<article class=\"elementor-post elementor-grid-item post-242 post type-post status-publish format-standard hentry category-sjea\">\n\t\t\t\t<div class=\"elementor-post__text\">\n\t\t\t\t<h3 class=\"elementor-post__title\">\n\t\t\t<a href=\"https:\/\/www.stjohns.k12.fl.us\/bargaining\/1-27-2025\/\" >\n\t\t\t\t1-27-2025\t\t\t<\/a>\n\t\t<\/h3>\n\t\t<p>SJCSD and SJEA reached an agreement for the allocation of the millage funds for the 2025-2026 school year and was ratified on February 13<sup>, <\/sup>2025, with 94.8% of the votes.<\/p>\n<p>&nbsp;<\/p>\n<p>Years 0-5\u00a0 \u00a0\u00a0\u00a0\u00a0 $4500.00\u00a0\u00a0 Flat Rate<\/p>\n<p>Years 6-10 \u00a0\u00a0 $5172.00\u00a0\u00a0 1.0 supplement factor<\/p>\n<p>Years 11-15\u00a0 $6206.00\u00a0\u00a0 1.2 supplement factor<\/p>\n<p>Years 16-20\u00a0 $7241.00\u00a0\u00a0 1.4 supplement factor<\/p>\n<p>Years 21+\u00a0\u00a0\u00a0\u00a0\u00a0 $8275.00\u00a0\u00a0 1.6 supplement factor<\/p>\n<p>&nbsp;<\/p>\n<p>This supplement will be paid out under the following conditions:<\/p>\n<ol>\n<li>Regular full-time employees shall receive the full negotiated amount<\/li>\n<li>Regular part-time employees shall receive half of the full-time employee amount.<\/li>\n<li>Employees holding Part Time As Needed positions are not eligible for this supplement.<\/li>\n<li>This payment is a supplement to the employee\u2019s base pay and shall be treated as salary.<\/li>\n<li>This salary supplement is FRS eligible in accordance with the law.<\/li>\n<li>This salary supplement will be paid within the employee\u2019s regularly scheduled paychecks.<\/li>\n<li>Regular payments will be clearly identified on the employee\u2019s pay stub.<\/li>\n<li>If payments do not begin on the employee\u2019s first paycheck of each contractual year, the employee will receive retroactive payment to July 1 of each fiscal year.<\/li>\n<li>Employees who are returning from leave or who are newly hired and begin work after the start of their contractual year will receive a prorated share of the annual supplement.<\/li>\n<\/ol>\n<ul>\n<li>Any employee on a board approval leave of absence will not receive the supplement until they return to work and will receive a pro-rated share of the annual supplement.<\/li>\n<\/ul>\n\t\t<\/div>\n\t\t\t\t<\/article>\n\t\t\t\t<article class=\"elementor-post elementor-grid-item post-238 post type-post status-publish format-standard hentry category-sjea\">\n\t\t\t\t<div class=\"elementor-post__text\">\n\t\t\t\t<h3 class=\"elementor-post__title\">\n\t\t\t<a href=\"https:\/\/www.stjohns.k12.fl.us\/bargaining\/12-11-2024\/\" >\n\t\t\t\t12-11-2024\t\t\t<\/a>\n\t\t<\/h3>\n\t\t<p>A brief PowerPoint presentation was presented by St. Johns County School District to bring everyone up to date of what was presented at the previous session.\u00a0 <a href=\"https:\/\/www.stjohns.k12.fl.us\/bargaining\/wp-content\/uploads\/sites\/190\/2024\/12\/Millage-Presentation.pdf\">Millage Presentation<\/a><\/p>\n<ul>\n<li>District proposal &#8211;<\/li>\n<li>0-5 years $5000.00<\/li>\n<li>6-15 years $6000.00<\/li>\n<li>16+ years $7,000<\/li>\n<li>A spreadsheet was given to SJEA to manipulate factors and base starting amounts.<\/li>\n<li>Goals:\u00a0 To get the District and SJEA to agree on factors and base with our current projections of number of teachers and projected tax rolls-with the understanding we will have to reconvene in May\/June to review number of teachers, the base and total tax revenue.<\/li>\n<\/ul>\n<p>SJEA presented a counter proposal <a href=\"https:\/\/www.stjohns.k12.fl.us\/bargaining\/wp-content\/uploads\/sites\/190\/2024\/12\/MOU-Referendum-SJEA-Counter-002.docx\">MOU Referendum SJEA Counter (002)<\/a><\/p>\n<ul>\n<li>We kept most of the original language.<\/li>\n<li>Changes to supplement calculations<\/li>\n<li>0-5 years &#8211; $4,500.00 factor &#8211; 1.0<\/li>\n<li>6-10 years &#8211; $5,400.00 factor &#8211; 1.20<\/li>\n<li>11-15 years &#8211; $6,300.00 &#8211; factor &#8211; 1.40<\/li>\n<li>16-20 years &#8211; $7,200 &#8211; factor &#8211; 1.60<\/li>\n<li>21+ years &#8211; $8,100.00 &#8211; factor &#8211; 1.80<\/li>\n<li>Should the revenue exceed the initial estimates, the difference will be distributed to eligible employees will be paid in the final paycheck in June.<\/li>\n<\/ul>\n<p>SJCSD &#8211; presented the spreadsheet which combined the 0-5 and 6-10 to 0-9 years with the same factors, difference 0-9 years will start at $5000.00.\u00a0 The 21+ will start at $8,000.00 instead of $8,100.00.\u00a0 We do agree with everyone about the veteran teacher and compensating them. We tried to get where you wanted to be, but there will be a squeeze to get there.\u00a0 We have to protect all teachers.<\/p>\n<p>Our goal tonight is to get the factors captured and then come back to the table for the language.\u00a0 We need to research what other surrounding counties did with the remaining money at the end of the school year and what was your process on getting the remaining money to the employees.\u00a0 We have time, the big piece is how much will I get?<\/p>\n<p>SJEA and SJCSD could not come to an agreement, we will come back to the table in 2025.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n\t\t<\/div>\n\t\t\t\t<\/article>\n\t\t\t\t<article class=\"elementor-post elementor-grid-item post-229 post type-post status-publish format-standard hentry href=\"https:\/\/www.stjohns.k12.fl.us\/bargaining\/11-19-2024\/\" >\n\t\t\t\t11\/19\/2024\t\t\t<\/a>\n\t\t<\/h3>\n\t\t<p>St. Johns County School District &#8211; purposed an MOU regarding the allocation of funds from the referendum.\u00a0 <a href=\"https:\/\/www.stjohns.k12.fl.us\/bargaining\/wp-content\/uploads\/sites\/190\/2024\/11\/MOU-Referendum-allocation-of-funds.pdf\">MOU- Referendum allocation of funds<\/a><\/p>\n<p>St Johns County School District- thanked the community for the overwhelming support for the millage increase &#8211; with an incredible 68% of the vote.\u00a0 A PowerPoint presentation was presented to outline the objectives of the MOU.\u00a0 <a href=\"https:\/\/www.stjohns.k12.fl.us\/bargaining\/wp-content\/uploads\/sites\/190\/2024\/11\/MOU-powerpoint.pdf\">MOU powerpoint<\/a><\/p>\n<ul>\n<li>Recruit and retain high quality teachers and staff<\/li>\n<li>Invest in School Safety and Student Welfare<\/li>\n<li>Preserve and Enhance Educational programs<\/li>\n<\/ul>\n<p>Millage Revenue &#8211;<\/p>\n<ul>\n<li>current estimated value of the One Mill for the 25\/26 fiscal year is $58,662,588<\/li>\n<li>Net available amount &#8211; less Charter School Allocation $57,664,558<\/li>\n<li>Allocation of funds is 85% a preliminary estimate of $49,014,874<\/li>\n<\/ul>\n<p>Presented was also a Potential Impact of One Additional Mill on Employee Compensation which shows the breakdown of the Millage Revenue. <a href=\"https:\/\/www.stjohns.k12.fl.us\/bargaining\/wp-content\/uploads\/sites\/190\/2024\/09\/Copy-of-Overall-Funding-Scenario.xlsx\">Copy of Overall Funding Scenario<\/a><\/p>\n<p>SJEA &#8211; This was a team effort between the community and the school district which helped restore a faith in the school system.<\/p>\n<p>The MOU passed will come back with the actual amount.\u00a0 Positions that are not filled that money would remain in the account until the position is filled or if not filled that extra amount of money would roll over to the following year, which will need to be renegotiated.<\/p>\n<p>SJESPA proposed the Referendum Supplement\u00a0 <a href=\"https:\/\/www.stjohns.k12.fl.us\/bargaining\/wp-content\/uploads\/sites\/190\/2024\/11\/MEMORANDUM-OF-UNDERSTANDING-SJESPA-MILLAGE.pdf\">MEMORANDUM OF UNDERSTANDING SJESPA MILLAGE<\/a><\/p>\n<ul>\n<li>The amount of the supplement will be divided equally among all support professionals which will be $6,027.45.<\/li>\n<li>This payment is a supplement to the employee&#8217;s base pay and shall be treated as salary.<\/li>\n<li>This salary supplement shall be FRS eligible.<\/li>\n<li>Salary supplement will be paid within the employee&#8217;s regularly scheduled paychecks.<\/li>\n<li>Regular payments will be clearly identified on the employee&#8217;s pay stub.<\/li>\n<li>Employees who are returning from leave, newly hired and begin work after the start of their contractual year or part-time employees will receive a prorated share of the annual supplement.<\/li>\n<li>The District and Union will review all calculations, should revenue exceed the initial estimates, the difference shall be distributed equally to eligble employees in the non-instructional unit with the entire remaining balance of all supplements to be paid in the final June paycheck.<\/li>\n<\/ul>\n<p>SJCSD counter proposal: <a href=\"https:\/\/www.stjohns.k12.fl.us\/bargaining\/wp-content\/uploads\/sites\/190\/2024\/11\/MEMORANDUM-OF-UNDERSTANDING-SJESPA-MILLAGE-2.pdf\">MEMORANDUM OF UNDERSTANDING SJESPA MILLAGE (2)<\/a><\/p>\n<ul>\n<li>took out the amount of $6,027.45 and instead said the total amount of each supplement shall be equal to all full-time positions in the bargaining unit.<\/li>\n<li>separated part time employees, part time as needed.<\/li>\n<li>payments of supplements will stop upon termination of employment.<\/li>\n<li>crossed out remaining balance of all supplements to be paid with the final June paycheck and added carried forward and added to the amount allocated for the following school year for negotations of these funds with SJESPA employees<\/li>\n<\/ul>\n<p>SJESPA asked to have an amount added back into the MOU.<\/p>\n<p>SJEA proposed the following:\u00a0 <a href=\"https:\/\/www.stjohns.k12.fl.us\/bargaining\/wp-content\/uploads\/sites\/190\/2024\/11\/SJEA-MOU-Referendum-1.pdf\">SJEA MOU Referendum (1)<\/a><\/p>\n<ul>\n<li>identify the number of teachers in each district instructional experience band to include the most recent year of experience prior to the current school year:\n<ul>\n<li style=\"list-style-type: none\">\n<ul>\n<li style=\"list-style-type: none\">\n<ul>\n<li>Years 0-5 $4,450<\/li>\n<li>Years 6-10 $5,562<\/li>\n<li>Years 11-15 $6,6,75<\/li>\n<li>Years 16-20 $7,787<\/li>\n<li>Years 21+ $8,900<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p>SJCSD &#8211; would like for each SJEA employee to receive no less than $5000.\u00a0 This would amount would be more competitive for recruitment purposes.<\/p>\n<p>Next meeting December 11 at Fullerwood Training Center at 5:30PM.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n\t\t<\/div>\n\t\t\t\t<\/article>\n\t\t\t\t<article class=\"elementor-post elementor-grid-item post-226 post type-post status-publish href=\"https:\/\/www.stjohns.k12.fl.us\/bargaining\/10-22-2024\/\" >\n\t\t\t\t10\/22\/2024\t\t\t<\/a>\n\t\t<\/h3>\n\t\t<p>St. Johns County School District &#8211; presented the Hurricane Helene and Hurricane Milton Make-up days.<\/p>\n<p>On Thursday, September 26th and Friday, September 27, 2024, the school district closed due to Hurricane Helene.\u00a0 On Wednesday, October 9, Thursday, October 10 and Friday, October 11, 2024, the school district closed due to Hurricane Milton.\u00a0 All employees were paid for those 5 days, and the district was closed to students.<\/p>\n<p>To make-up time for students and employees, using the board approved school calendar for the 2024-2025 the next identified hurricane make-up day is Monday, November 11, 2024, which is a student\/teacher holiday.\u00a0 To make up time for students the district presented adding 2 days to the 1st semester by utilizing the early release Wednesday&#8217;s.\u00a0 The following Wednesdays will be a full schedule student contact days, November 13th, 20th, December 4th, 11th, and 18th.\u00a0 The second semester make-up full schedule student contact days will be January 8th, 15th, 22nd, 29th and February 5th, 2025.<\/p>\n<ul>\n<li>Employees will need to make-up four (4) days, either through using appropriate leave time (emergency, personal or vacation), or working additional time by working together with their school\/department administrators.<\/li>\n<li>If an employee took a sick day on any of the days that the district closed, they may request a return of those hours.<\/li>\n<li>FCTC &#8211; make-up of student contact hours will require an amendment to the adult student schedule to capture the clock hours for licensure.<\/li>\n<\/ul>\n<p>SJEA\/SJESPA &#8211; proposed the following added to the MOU<\/p>\n<ul>\n<li>Instructional employees may log hours worked on the days the district was closed.<\/li>\n<li>Due to missing planning time on Wednesdays, the in-service day on February 14, 2025, shall be modified so that half the day is dedicated to individual teacher planning.<\/li>\n<\/ul>\n<p>SJCSD &#8211; agreed to Planning time on February 14th, and changed Instructional employees to &#8220;All employees&#8221; and added &#8220;may log hours worked on the days the district was closed with the exception of hurricane shelter operations.<\/p>\n<p>The MOU- Hurricane Make-up Days was TA&#8217;d.\u00a0 It is now subject to ratification.<\/p>\n<p><a
