Background Check Cleared List A new Florida law was enacted in 2005 known as the Jessica Lunsford Act. This law was passed in response to the tragic abduction and killing of Jessica Lunsford by a convicted sexual offender. The law, which becomes effective on September 1, 2005, will affect a business if any of its agents have access to one or more St. Johns County School District schools when students are present, have access to, or control school funds.
